Jacob Jeffrey Scroggin, 42, Harper, Kan., was arrested early July 8. He was charged with the felonies of kidnapping (two counts), aggravated assault with a deadly weapon (three counts) and false imprisonment.

Scroggin was also arrested on misdemeanor charges of use of a firearm while under the influence of alcohol and carrying a weapon openly.

His bond had not been set as of newspaper deadline.

According to an arrest report by Deputy Jose Garduno, of the Okeechobee County Sheriff’s Office (OCSO), Scroggin pulled a loaded gun on three people at the Racetrac store, 1596 S.R. 70 E., around 2:49 a.m.

The man, continued Deputy Garduno, had apparently been drinking.

At one point Scroggin allegedly pulled the magazine out of his 9mm handgun to show the victims it was loaded while they were seated in their vehicle. The magazine, noted the report, contained 13 rounds and one live round was found on the ground where he had apparently dropped it.

The 17-year-old driver of the vehicle reportedly told Deputy Garduno that Scroggin was “very aggressive” and that he tried to leave several times but the Kansas man would not let him.

Also in the car was another 17-year-old male and a 20-year-old woman.

At one point, Scroggin reportedly pointed the gun at the 17-year-old male passenger’s body and his forehead.

The two young men reportedly told the deputy Scroggin was acting strangely and saying “weird stuff.”
