OKEECHOBEE — A local woman stands accused of having over 100 grams of a relatively new street drug known as flakka while she was apparently staying in a vacant home.
The suspected flakka was found by police in an empty home on S.W. Third Avenue where she had apparently been sleeping.
Kaytlyn Stevens Kaytlyn Stevens

Kaytlyn Chanise Stevens, 26, of Okeechobee, was arrested Wednesday, Sept. 16, on felony charges of possession of a controlled substance (morphine), possession of a controlled substance (methamphetamine), possession of a synthetic narcotic (flakka), possession of a controlled substance with intent to sell/distribute within 1,000 feet of a school and burglary of an unoccupied structure.
She was also charged with one misdemeanor count of possession of drug paraphernalia and one misdemeanor count of criminal mischief.
As of Thursday morning, Stevens was being held in the Okeechobee County Jail on $57,000 bond.
An arrest report by Officer Chad Troutman, of the Okeechobee City Police Department (OCPD), stated he initially arrested Stevens for OCPD Detective Jack Boon. At that time, the woman was a suspect in a burglary case under investigation by the detective.
After arresting the woman, Officer Troutman indicated in his report that he searched a backpack being worn by Stevens. In that backpack the officer reportedly found: batteries; shoe laces; a screw driver; alcohol swabs; antibiotic ointment; a silver spoon with a residue; a used syringe with a residue; a blue pill; nine plastic baggies with a clear crystal residue; and, two orange baggies with a clear crystal substance.
Field tests were conducted on the residues found in the clear baggies and the orange baggies. Those tests reportedly indicated positive results for the presence of meth in the nine clear bags, and for the presence of a-PVP, or flakka, in the two orange baggies.
The suspected flakka, which is also known as gravel, weighed 2 grams, added the officer’s report.
“There was not enough of the residue to weigh in any of the nine bags,” stated Officer Troutman.
Detective Boon was contacted by the owner of a home on S.W. Third Avenue about a door being broken. When the detective searched the home, he allegedly found about 160 grams of suspected flakka among items that belonged to Stevens, continued the report.
The home is vacant, but it appeared Stevens had been sleeping in the home without the homeowner’s permission.
Detective Boon, continued Officer Troutman’s report, found several small orange plastic baggies among items belonging to Stevens.
“The baggies matched the same ones I located on Ms. Stevens at her time of arrest that contained the suspected flakka drug,” stated Officer Troutman.
According to the officer’s report all of the seized items will be processed for latent fingerprints, then sent to the Indian River Crime Lab in Fort Pierce for further analysis.
