Fralix was arrested on felony charges of possession of a controlled substance (methamphetamine) and possession of a controlled substance (methamphetamine) with intent to sell, as well as a misdemeanor charge of possession of drug paraphernalia.

His bond was set at $265,000.

Jail records indicate all three are being held on bond.

Officer Chad Troutman, of the Okeechobee City Police Department (OCPD), stated he pulled over a silver van Friday night, Dec. 18, around 10:38 p.m. The van was being driven by Harris, he added.

When he ran a check on the woman he found she did not have a valid driver’s license and her Florida ID card had been expired since 2013.

He then made contact with Sills, who is the actual owner of the van, as well as Fralix.

The officer stated in his report Okeechobee County Sheriff’s Office Deputy Bryan Cross and his K-9 Magnum arrived at the scene to conduct a free-air search of the van after the trio had been removed. Magnum reportedly alerted to the driver’s side door.

According to the officer’s report the van was then searched and during that probe a small black case was found. When Officer Troutman opened the bag, he reportedly found a clear plastic baggie that contained a white crystal substance. When that substance was field tested, that test apparently indicated a positive result for the presence of meth.

Officer Troutman went on to state that he also found: digital scales; a used syringe with a residue; more small plastic baggies; a spoon with a residue; and, a glass pipe with a residue.

“While searching the van, Ms. Harris had a cell phone that continued to ring with different numbers. The phone had a total of 40 missed calls and 29 text messages from the time I stopped the vehicle to the time it was logged in at the jail,” stated Officer Troutman in his report.

When Harris was searched at the jail, she had $634.62 hidden inside her bra, added the OCPD officer.

The money, as well as the other items found during the initial search, were collected as evidence.

The trio will be arraigned in front of Circuit Court Judge Dan Vaughn on Jan. 7, 2016, at 10 a.m.
